Reasons behind Distributing Government grants

Many of us do not believe that government grants are free and we have no requirement to return them to our country. It is true that they are non refundable which means that you can keep it to yourself.
There are conditions attached with this money, but there is one thing which can debar you from having the money or which can make you perfectly eligible to get that. It would be a total foolishness to think that the government will give money to every Tom, Dick or Harry, who comes to it.
The government keeps a consistent approach to this, the government gives you the money but they are not bound in any way.
In most of the cases this funding is biased towards economically as well as socially weak section of the society. Hence there may be provisions of higher grants in poorer states and practically no grants in richer states.
